In the time it took to do this (months now?) they could have just voted on the confirmations already and not had to change the rule which will inevitably be used by someone else to get something stupid passed.

Abortion was simply his excuse, he was blocking them for Trump, so when Trump's elected, trump could choose the military leaders he felt would give allegiance to him instead of the constitution.....

And the Senate could have put this to bed months ago by just voting for the confirmations instead of all the theatrically grandstanding.
