Of course they don't, but they do to many people not raised in that group. Likewise there are Asians who have a difficult time telling white people's faces apart. Within a culture you learn to recognize different sets of traits from early childhood - to distinquish one person from another.

The results showed that East Asian participants were better able to discriminate East Asian faces, whereas Caucasian participants were better able to discriminate Caucasian faces and that this "own-race" advantage occurs early in infancy when the baby is learning how to recognize faces. Also (I think-I can't recall what I read exactly) certain features become hard wired for identification. White people put a lot of emphasis on hair and eye color. Asians have the same hair and eye color but focus on teeth - crooked, gaps, etc. - to them each Asian is radically different while to whites, they look the same.

Out of respect--back in the late 1970'--& early 1980's the only way to address a black person was to refer to them as Negro's.

The term African American did not exist during the Reagan years. The term African American didn't start until the 1990's.
