So, in the past it was the Communists and the USSR. It was great for the right wing, they could increase military spending, they could be tough on the Communists, they could keep the plebs in their place with fear of the common enemy.
It united Western Europe and the US, Canada, Australia and others behind the cause.

Then it all disappeared. No common enemy, the plebs voted Democrat for president, Republicans were out in the dark for 8 years in the White House. What did they need? They needed a new common enemy.

that he's not running for presidency said something which is clear Republican policy.

""Look, I want to find the best candidate for us to take our message to the American people," he added. "That we can bring better jobs, higher incomes, and more security globally."

It's funny, he wants more security globally. It's a Republican theme. It's a different way of saying "being tough on terror". Republicans NEED ISIS, they need Islam to be the new common enemy, they need films to have arab music when the evil turn up on screen, all so they can get their "message" across, that they can be tough on terror.

Without terror they can't be tough on it, so they make it, then combat it, badly usually.

Then they can criticise democrats for not being tough on things, like is happening with Obama right now.
