A guy walking down the street minding his own business is suspicious?
Yes, a strange man walking alone at midnight, in a neighborhood where there had been some criminal activity, AND there is a no trespassing sign, warrants a call to the cops.

For walking down the street?

Here I thought y’all believed in freedom but you’ll send the cops after people for just having the audacity to WALK DOWN THE STREET.

Being black isn't suspicious. Being male isn't suspicious. Being young isn't suspicious. Being in the neighborhood isn't suspicious.
Something's wrong with those cops. The first thought is they need to learn English.
A "suspicious person" might be paranoid but in all likelihood suspects that someone else is doing something wrong.
A "suspicious person" grammatically is the subject and not the object of suspicion, who would naturally be called the "suspect" of whom the suspicious person is, well, suspicious.
But I think the cops went to grade school same as everyone else and earned a high school diploma, "gymnasium" as it's called in some countries.
So.
The cops know they are doing something wrong, they have a guilty conscious, and they are very fearful of outsiders who are suspicious of their unscrupulous law-enforcement and police-union related activities.
