well, perhaps it should encompass Athenian Democracy on one side.
The people can propose legislation and have the whole citizenry vote on it, As in done with the initiative option in some states.
The particular sentence I refered to should be modified.
When it comes to political ideology, (the libertarian test box thing), then I do agree somewhat with Occupied that more dimensions may be needed, political, economic, foreign policy stance. But for describing government it really comes down to who decides, one, all, or part. And perhaps how rules are applied and enforced.
I will try modifying it according to your description. Would you say the Roman Republic had a more developed justice system/courts/police than Athens?

I dont know a lot about the justice system in either country. It does seem to me I read that the judges but maybe just juries swere picked almost randomly from the populace in Athens. And I assume with Rome's long history and decent into tyranny that the courts became more "elite" and isolated from the people as time went by.

welfare state is NOT socialism. Socialism has only ONE meaning - it is an economic model where there is no private property of the means of production. The superstructure can differ ( therefore Nazi Germany being in a process of transforming to the pure socialism was what it was. they never finished the transformation process - 12 years and 5 of them during the war is not enough).
