Um . . . Exalted Cyclops Robert Byrd of the KKK was a Democrat Senator. I don't think the KKK allowed Republicans to join, not that any would want to.The Byrd rule (section 313 of the congressional act of 1974) limits the time a budget item can be in place with a 51 vote majority. The bill did not have 10 Senate votes from Republicans. You want to know how many it had? ZERO. Therefore the budget reconciliation rules wouldn’t allow it beyond 10 years.
