The cap of 400% was taken off under the American Rescue Act which expanded the tax credits. But then people didn't receive a whole hell of a lot of subsidy. Yes, it did help for the ones under 400% of FPL.It's set up for low income people. To qualify you can't make more than 400% of the federal poverty level... FPL.
If there is no more payment to the insurer, wo is going to make up the difference?
Beyond that, it was a temporary program to begin with during COVID.
