I would disagree with you on the 22nd. It was common tradition for Presidents to serve up to two terms, then along came FDR, I believe the combination of the Great Depression, along with WWII were major factors in his serving four terms. I would hate like hell to see the Mulatto Menace, let alone Bill Clinton serving more than their two terms. I certainly am tired of Congresscreatures being in DC for decades on end. As to the 17th, yes. That does need to be repealed as it invites more palm greasing and vote buying.
