Employers can now ignore the local laws that required them.

No one is thinking that, even though the flimsy 'no water breaks' law makes it sound like that. Employers know that you can't get the work done, when half of the crew is heat stroking. If so, local laws wouldn't be needed. If it's all moot, the law over riding local laws would have been a waste of time also.
