Common among the Fifty States ... Administrative Rules ... because State Legislatures don't always meet all the time ... Oregon is still biannual for general business ... it makes sense for the legislature to lay out the principles and foundations of the law, and then task the elected superintendent of schools to flesh it out in a body of school rules ... or do we want the legislature debating hem length for the girls? ...

Doesn't the City Police Chief lay out policies and procedures ... of course under the watchful eyes of the City Council ... but we do expect the Chief to have rules ... AND this works in business, the Board of Directors tells the CEO what's to be done ... the CEO then makes the rules to see that's made to happen ...
