So if the President implements a (marginally Constitutional) program that has the effect of demanding that unwilling state governments provide costly human benefits to a group of new-comers, can the State sue the Federal government to block the offending program?
Such benefits include, "free" public schooling for refugee children, "free" Medicaid health care, public assistance of various types, in-state tuition for college-age children, police protection, subsidized housing, and so on.
Can the President demonstrate his charity and compassion by forcing state taxpayers to pay for it? While he pays nothing.
