What is the meaning of the red numbers in the back of the social security card - the numbers / letters?

Regarding original birth certificates, is it true that there are a list of banks / financial institutions in the back of the certifcate? (not the copy of a certificate you get from Vital Stats but the one given to your parents when you were born)
