In Houston, Rick Lowe used art to maintain local control over development in third ward,
while the two art schools (hs and ms) in fourth ward were used for this gentrification by hostile developer interests.
The city developer interests in bed with city officials
basically bribed and blackmailed third ward leaders who only got funds
if they agree to undercut the fourth ward.
Like poor parents in India offered money to feed 4 of their boys if they sell their 2 girls to slavery.
That's the kind of deals the Black community was offered.
The third ward continues to boast millionaires investing in their development
while the historic churches in fourth ward get bled out, extorted into either
giving up their land to the city if they want to preserve historic churches,
or watch them get torn down or burned down.
The politicians and corporate interests with all the capital and contacts
basically play third ward against fourth ward, left against right, rich against poor,
and buy out whoever is willing to sell out, leaving the poor with no support
while the tax dollars are funneled to corporate interests so politicians get to hold office.
And you can guess the party affiliation of the Mayors of Houston
while these games have been played at the expense of taxpayers and national history
(3 national registered landmarks in Houston destroyed while playing game with
politics: Astrodome, Freedmen's Town black church district, and
APV complex that is both a WWII military historic site and Civil Rights movement landmark)
