While neither candidate has any reason to participate in a debate, there is a very pragmatic reason why no debate is necessary.

Debates are useful (to the extent they ARE useful) to familiarize the People with the policies and positions of the candidates. But every literate American already knows the policies and positions of both candidates, and everyone has also formed an opinion about their competence. So what would be the point of a debate?

Not to mention that Presidential debates, as currently conducted, are a farce. A PROPER debate would have the questions published in advance, reflecting the true significant issues over which the President would have control. This would allow them to prepare cogent responses, and the opposing party would have a chance to rebut what was said. That would/could be informative.
