There is nothing wrong with a plan like that.
People used to do that all the time.
I can remember 50/55 years ago...an Orange Grove Service
Company in central Florida would always bring in illegals from Haiti.
They had 2 barracks for them, they were like 100 yards off the Hwy
(U.S. 27). They would supply room and board (well, at a discount
and it would be deducted from their pay). They also had a small
General Store for them. They could charge any items they wanted
and that would come out of their pay.
They brought them in 3 different times of the year. Probably 4 or 5 weeks
at a time, depending on what fruit needed picking and what grove work
needed tending to.
They were 8 miles from any town or business so they didn't go anywhere.
When they were finished with them...they took them back to Haiti.
I could live with that. They kept the cost down for fruit...and there was
always more jobs available in the Fruit industry than Americans wanting
to fill those jobs. (It wasn't easy work...but it was easier than working
Sugar Cane).
Bring 'em like that, and then ship them back when they're not needed.
