What is remarkable about Trump is two things:

1. Much of his agenda is really aimed at dismantling common political and governmental machinations--- an agenda politicians don't normally take because it tends to shrink their power and influence.
2. Trump is doing pretty much what he campaigned on. Politicians don't normally campaign on what they actually intend to do in office because their actual intentions are usually unpopularly slanted for one particular group or lobby.

The net result is an anti-government agenda, which is to say a pro-people/citizen agenda, and giving the people what they really want. Almost unheard of in the annals of politics, making Trump singularly unique and popular, so, no "cult" needed--- the 'cult' angle then is mostly carried by detractors out of a sense of envy for his success.
