Actually, he is an ill informed, dishonest political hack, who is in well over his head. All of the evidence shows that headstart has no lasting benefits to the children that give up much of their early childhood for the false promise that it offers. But, the President has hit two key buttons that jack up his own support among left wingers, and those are punishing tobacco users and early childhood indoctrination.
