It totally depends on how and who is administering the programs. This was tried in the Pacific northwest recently and whites were excluded. Went to court and declared unconstitutional.

That would be my guess, but I do not live there, and have only gone there for short period, on assignment. I did see disadvantaged white people, while I was there, but it appeared to be a genetic thing, possibly to breeding habits or custom in depressed rural area. I observed in a small beer bar, out in the sticks. They were all spooky, drunken and all (multiple men and women) obviously related in unusual way, and then met another (that had to be kinfolk) at a small run down country store nearby. Thinking back, that community seems an appropriate place for more government involvement and support.
