Only because it is true, as verified by the text of the law creating it, and the bigotry of the OP's thesis. Communities can be disadvantaged for a variety of reasons, and there is nothing wrong with a state legislature taking steps to assist minorly disadvantaged people or communities, if they want the state to support all, not just the privileged, economically dynamic of the state.
