Of course anyone not only can be racist, but all humans naturally glorify the appearance of their parents.
However that does not mean they cannot learn to be better and find human commonality.

All laws try to give some examples.
Such as the 2nd amendment gives one example as to why feds are banned any firearm jurisdiction.
It does not at all mean there are no others.
Hispanics and Asians are not actually a different race at all really.
In fact, all whites actually are Blacks since they branched less than 100,000 years ago and can still interbreed.
That means whites are just inbred Blacks with a recess characteristic of melanin deficiency.

Everyone is always inherently racist.
It is in our DNA.
It is true of all species.
If it were not true, the races would not exist and species would not differentiate and evolve.

But that is not really what we are talking about at all.
We are not talking about what your preferences are for a spouse for you or your children.
We are talking about deliberately trying to harm other in order to keep them economically subordinate.
And Blacks do NOT do that.
That takes a lot of greed, ignorance, a history of past privilege, etc.
And Blacks are not brought up that way, since they tend to be more poor and brought up to be more cooperative.
