Communities can be disadvantaged for a variety of reasons, and there is nothing wrong with a state legislature taking steps to assist minorly disadvantaged people or communities, if they want the state to support all, not just the privileged, economically dynamic of the state.

There has been no discrimination by race with these policies. With these policies, whites are provided the majority of the jobs and admissions.
