Both but we can't blame Fancy Nancy alone … gov't giveaways are often good for incumbents and the temptation is irresistible. The real issue isn't the emergency spending - shit happens - but rather decades of chronic deficit spending that already had accumulated $23 trillion in debt before the Chinavirus landed on our shores.
