The President can pardon anyone he choose to pardon. It is one absolute authority he has. If he is responsible and ethical, he only pardons or commutes sentences of those who deserve that mercy. And preemptive pardons are just as legal as any other pardons. Consider Gerald Ford pre-emptively pardoning Nixon so that he could not be impeached. Unpopular with the people yes and most likely cost Ford his election but completely legal.

What is not illegal are Biden's staffers pardoning people using autopen when he knew nothing about those pardons. But also extremely difficult to prove that he didn't know. Congress needs to pass a paw making it mandatory that the President personally sign any such presidential actions to prevent that kind of behavior in the future.

You must have forgotten that Joe Biden gave Liz Cheney a blanket pardon. Bondi can do absolutely nothing no matter what Cheney did up to the date of that pardon. Now if the courts rule those pardons void because they were granted via autopen and Biden knew nothing about them, then the situation might change. But since it is pretty much impossible to know what a man with advanced dementia knew at the time those pardons were granted, I wouldn't hold my breath that we will ever see justice in that case.

I wonder how Jimmy Carter handled it when he pardoned over 100,000 involved with the Vietnam war to close that chapter once and for all?
