Bondi may in fact be quietly investigating whether Biden actually gave his consent for those pre-emptive pardons. We know he did for Hunter's pardon because he went public with that. If he didn't give consent for the others, it is likely they can be overturned. But proving he didn't give consent may not be possible.

The President can pardon anyone he choose to pardon. It is one absolute authority he has. If he is responsible and ethical, he only pardons or commutes sentences of those who deserve that mercy. And preemptive pardons are just as legal as any other pardons. Consider Gerald Ford pre-emptively pardoning Nixon so that he could not be impeached. Unpopular with the people yes and most likely cost Ford his election but completely legal.

What is not legal are Biden's staffers pardoning people using autopen when he knew nothing about those pardons. But also extremely difficult to prove that he didn't know. Congress needs to pass a paw making it mandatory that the President personally sign any such presidential actions to prevent that kind of behavior in the future.
