The Federal Government has no legitimate power relative to an ongoing natural disaster, so Mr Cruz’selected position would not give him any ability to change anything.

The vacation wasn't spur of the moment. Ted Cruz is a US senator and as such, has no say in the day to day operations of the state--they have a governor and state reps and senators for that.
