Well Stanley, when the winning party takes over in a new term, one of the first things they do is start gerrymandering districts to their political advantage.
Solution would be to have independent agencies or individuals draw up the voting districts for the whole country, and only allow them to change them when population changes require that. Easy fix.

Religion has the same problem. When one religion claims that they are the only way to God that sets up confrontation with every other religion that will go on until the end of time. We have to be grown up and realized that no one religion, no one political party has the right answer. At the same time, we must realize that since others exist, the answer for all is somewhere in the middle. It's called compromise, and that's what made our country great, the ability to work together and get things done.
 
Democrats invented Gerrymandering. Now they play the race card to reverse a perfectly legal procedure.
Eight states have gone to Independent review boards to do their gerrymandering thus avoiding the political conflicts that result when either party does it. It is the wave of the future.
 
I did some research, 8 Forward thinking States have already adopted independent review boards to do their redistricting thus avoiding gerrymandering altogether.
Also the term gerrymandering came from 1812 when Massachusetts governor elbridge ferry noticed that one of the districts looked like a salamander. The rest is history. Now we have a chance to end that regrettable history.

Gerrymandering was started by the Federalist party. The most notorious person to utilize it to the extreme was Thomas Brooks Hoffler, a Republican.

You are asking the wrong question. If a substantial number of districts are designed to be polarized, then those districts representation will also act in a heavily partisan manner, which can create and perpetuate partisan gridlock. This in turn can have a deleterious effect on the principle of democratic accountability. Essentially we are talking about gerrymandering. If one political party designs it to their advantage, they can negate the votes of many, even to the point of changing election results.
