Nope. This is a constitutional amendment. You can't modify a constitutional amendment thru legislation after it is enshrined.
Republicans will obviously sue at a later date challenging constitutionality of the law for whatever reason, and instead of a court challenge to determine the constitutionality of a measure, the republican legislature is saying that they get to determine constitutionality in challenges, instead of their Supreme court....
