The US does lack foreign language skills. It has been a long standing joke.

It goes like this:
If you speak two languages, you are bilingual.
If you speak 3 languages, you are trilingual.
If you speak more than 3 languages, you are multilingual.
If you only speak 1 language, you are an American.


In Europe, you need to speak 3 languages, or more, to work in a Burger King. Here the Burger King workers are still trying to master basic English.
