It probably did not happen because IMO there is not even a consensus on which individual projects need to be accomplished. If there is some serious planning in the works, then there still is a need to do the complicated planning and engineering for each project, which I doubt highly has been done, because that initial phase of rebuilding is extremely expensive. The money Obama designated for rebuilding and stimulus got frittered away and would not have been enough to do even the planning and engineering stages anyway.
