Except there are no private owned grocery stores in the areas he wants to open state stores in. That's the problem. Poor people have to travel miles to get basic groceries because the big chains won't open up.

More likely, instead of running the stores themselves, the city will just pay a subsidy to the big chains to open up there to make up for the lack of profitability.
