He is creating a race based environment there that wants new data (outcome-based results probably) more "training", all black hands-on deck programs, and equity based paychecks. The results are very predictable, more flight and financial ruin. I see this as a local matter, like Minnesota. If the people there want this stupid corruption and suicidal policies, I think they should have them. The failed local government will burn itself out and self correct. Where I diverge is when the federal taxpayers are forced to intercede and keep the imaginary play from collapsing. Also, the idiot courts use these cesspools to change federal law to accommodate them.
