Democrats and Republicans have played the payback game for the past 60 years. The past is a good indicator of the future. The fact that payback has occurred MULTIPLE times in the past is pretty compelling evidence that it will likely occur when a Democrat president tries to deliver a SOTU address to a Republican house.
