What territory is sovereign "Palestinian land". What treaty or other legal instrument grants or confirms that sovereignty? To which government was that territory granted? What are the legal borders of that territory?

Let me help you out:

1918 Territory is under the sovereign Ottoman Empire.
1947 Territory has been renounced by the Ottoman Empire (now Turkey) by the Treaty of Lausanne. Territory is defined in the Mandate for Palestine for the re-constitution of the Jewish homeland under the temporary administration of Great Britain.
1960 Territory is sovereign Israel. Parts of the territory are under belligerent occupation of Jordan and Egypt. Jordan and Egypt hold no sovereign rights to the territory.
2017 Parts of the territory are under the administration of the Palestinian Authority by the Oslo Accords pending a permanent treaty agreement which will settle such issues as borders, territory, security, the status of Jerusalem, refugees, population transfers.

At no time since the dissolution of the Ottoman Empire has any of the territory in question been under "Palestinian" sovereignty.

Israel has not expanded by an inch from her sovereign territory, excepting Golan Heights from Syria. Israel has, instead voluntarily ceded territory. The only way you can claim that Israel is expanding is if your starting point is that Israel has no sovereign claim to any territory.
