For Moscow Mitch to blame impeachment for Trump's early failure to take the Coronavirus seriously is a stretch at best and a bald faced lie at worst.

I think I head him say a a rally that it goes to charity or charities. Pretty sure his salary is budgeted and is accounted for in one way or another so the debits and credits equal out. I don't think it is a drawing account, set to revert at a certain time to be used for other purposes. Been 40 years since I took accounting.
