In some cases, like Apportionment, the Constitution doesn't differentiate between Citizen and non citizen.
But it seems pretty clear that the 14th, which is used by our High Priests (which is why they wear robes, doncha know) to demand 'Dew Percess' makes it clear that it applies to Citizens only.
In the Constituional process, when amendments conflict, the latest one takes precendence, AFAIK. And the 14th came several decades after the 5th. It seems to make clear that 'Dew Process' applies to Citizens only. Not sure I agree with it. What about Sons and Daughters, families of diplomats? Foreign Sailors? Foreign Visitors?? Maybe their rights are spelled out somewhere else. Probably are, but those screaming about "Constipational Rights!!" don't seem to have a firm grasp of them.
