ICBMs are determined by range. Using your definition, countries have millions of ICBM. Great Britain could have an ICBM across the straits of Gibraltar. We could shoot fireworks at Russia across the Bering Strait.

Technically, there are different questions - if Iran has ICBMs (it hasn't) and if Iran has missiles that can reach the USA (it's possible if we are talking about sea-launced missiles).
And, of course, the possible threat highly depends on US abilities to intercept incoming missiles and absorb damage.
