Ross will never face criminal charges, not because a jury wouldn't convict, but because DOJ will not bring a case and have prevented briging a case by deciding not to do an investigation.

On the other hand it is possible for Good's wife to bring a civil suit, so it may still end up in court. IMHO Good's wife has a decent case (not a great one) on the argument that

• (a) she didn't block traffic as video shows there was plenty of room even with her parked across traffic and vehicles could proceed. Even Ross drove by her prior to stopping.
• (b) Ross created the situation in that he placed himself in front of a vehicle with someone at the wheel - a violating DHS policy.
• (c) Ross discharged his firearm at a moving vehcile moving (he felt toward) him when training shows that attempting to shoot the driver DOES NOT stop the moving vehicle. Officers are trained to move out of the path.
• (d) Ross fired and continued to fire at a vehilce attempting to leave the scene, they had video of her face, trhe vehicle, and the license and could have deescalated the situation and arrested her later. Shooting at a fleeing vehicle is, you guessed it, a violating DHS policy.

Did she **** up? Yes.

Is Ross responsible for, and therefore contributed to her death, buy creating the events instead of deescalating? Yes. Would that convince a civil jury? Who the hell knows.

But if Babbitt can get $5,000,000 for attacking Congress, illegal parking as a capital offense should be worth something in a civil court.
