This is exactly why the current Census procedure has to be changed. It is not authorized by the Constitution or Federal Law.

The Constitution says that all people must be counted. It says nothing about citizens. The Constitution does use the word citizens in it so clearly they are delineating between citizens and non-citizens.

They just check a box on voter registration "I am a citizen", no ID, homeless. Use shelter address. Then they vanish. But a mail-ballot will be issued and voted in that name (for national office at least). Worthless corrupt USSC has ruled you don't have to show ID to register proving you are a Citizen in 2013.
