Why do you assume 'all' persons means criminal illegal aliens? It could just as well mean all citizens which it probably does because districts are for voting. Illegals can't vote they should not be counted they should be deported.: sigh :
Because the Constitution says count ALL persons. It does not differentiate.
Don't like it? Amend the Constitution. I'd even support it. But my (and your) personal beliefs about what "should be" are different then the reality of "what is".
The Constituion says count whole persons, that's what we do. Don't like it change the Consitution.
Voting or not is not a criteria for being counted in the Census.
