He refuses to recognize legal detainer requests and releases violent criminals back onto the streets of his city. This forces ICE to go into neighborhoods to capture these criminals, rather than taking custody of them in the city jails. Detainer requests are unconstitutional and have been ruled that way since 2014 and states are getting sued up to $150,000 per lawsuit if they violate the constitution. I asked for legal requests. I provided the 4 cases in another thread:

• Miranda-Olivares v. Clackamas County (2014) — Federal court ruled that holding someone past their release time based solely on an ICE detainer violates the Fourth Amendment because detainers are not judicial warrants.
• Lunn v. Commonwealth (Massachusetts Supreme Judicial Court, 2017) — State’s highest court held that Massachusetts law provides no authority for state or local officers to detain someone based only on an ICE detainer.
• Morales v. Chadbourne (2nd Circuit Court of Appeals, 2016) — Federal appellate court ruled ICE detainers are requests, not commands, and that detaining someone without probable cause violates the Constitution; resulted in a settlement after a wrongful detention.
• Galarza v. Szalczyk (3rd Circuit Court of Appeals, 2014) — Court ruled local governments can be held liable for honoring ICE detainers without warrants; detainers are voluntary and not mandatory.
