The article seems to contradict itself because it also says this:

The article seems to contradict itself because it also says this:

Show me proof of this "negotiation to improve oversight". In fact, show me proof - beyond the media blindly parroting Pelosi's talking points, thank you - that that's even what she wanted. Because I can show you Pelosi herself SAYING her big concerns were parts of her little wish list.

Pelosi said that “everything we’re suggesting just relates to COVID-19.”

She added, “I do think that there is a whole concern in our country that if we’re giving tens of billions of dollars to the airlines that we could at least have a shared value about what happens to the environment."

So there's your "Hey, let's sneak in emission controls, because THAT'S going to help with the virus."

Actually you should read the whole thing. Apparently some of these carveouts did make it to the final bill, such as money for the Kennedy Center, which I was not aware of until just now. Now, before you get upset about Pelosi including them, they have the approval and support of Trump himself:
