"Investigators were able to use video, witness accounts and interviews to determine that no sexual assault occurred and that the 15-year-old girl had thrown a punch and struck a 59-year-old male in the face," Janesville police said in a statement.

The situation occurred while the teen was waiting in line for a Trump campaign event at the Janesville Holiday Inn Express. Videos showed the teen apparently hitting a man in the face before the Trump supporter sprayed her.

Moore said that Crandall denied groping the teen protester, and he reported his run-in with the teen right after it happened.

"He claims not to have touched the 15-year-old at any point," Moore said. "When she alleged that she had been touched by him, he stepped back, put his hands up and looked away."

Investigators spoke with 13 eyewitnesses and reviewed video footage from multiple angles, he said. The chief showed one of the videos of the incident circulating widely online.

The teen "believed that she was intentionally touched in the breast area," Moore said. Yet Crandall only admitted he had argued with her using "animated hand gestures" with a brochure in his hand, according to Moore.

"These are pretty close quarters," he said of the crowd outside the rally, according to the Wisconsin State Journal. "These are emotional times and the brushing up or pushing against someone is probably occurring all over in that crowd."

Crandall declined to pursue any battery charges against the teen, police said.The incident is among a series of clashes between protesters and supporters at Trump events.

"For this Trump event, we were very clear that no violence would be allowed at any time in this event," Moore said. "That punch and the use of the O.C. spray are both acts of violence."
