Topic title is incorrect - Your Tweet says they banned Official travel to Florida.

As for how they enforce it: easy, by not allowing any Expenses by government employees for Florida-based travel or tourism.

Right I got that. But what if they go on their own volition, not wanting it to be paid for by the government…then how can they stop them?

There is not likely a great deal. They are simply doing this mostly as a political stunt.
