A false positive will result in a healthy person going in quarantine. An untested infected person can spread the virus to everybody around him, this includes colleagues who can then spread it further. Why is that second outcome more desirable?

As a result, the governor of Lombardy has said that the virus will soon outstrip the regions capability to take care of the sick. That's the governor who said that. No one calls for everyone to be tested now. However, testing those with symptoms can indicate the spread and width of the outbreak. Armed with this knowledge, epidemiologists can more effectively stem the tide of the outbreak.
