Actually the court used the $18m tax appraisal based on a 2011 property appraisal. $18m wasn't arbitrary, but it was outdated.

There were many experts saying Trump was very close in value. Anyway, this never is an issue for lenders. We trust appraisers most of the time. Even them we check them out too. When I was an appraiser, I got assignments from lending firms seeking my explanation as to the accuracy of an appraiser's stated value of said property. I am positive that my appraisals would also be checked out for accuracy by other appraisers.

The industry does not trust even themselves. Any appraiser thinking they do not get checked out by other appraisers is sleeping on the job.
