How are these emails a concerted effort to frame him? They are talking about which facts to release. If they wanted to frame him, they wouldn't need to look for evidence that he was a "gang leader", they would just say it. They didn't. They had evidence that he was a gang member and that is what they reported. That is not framing someone, that is reporting the evidence.
