Baby Bush had already been forced to outline a withdrawal of U.S. occupation forces before he left office, and this was carried out by Obama. Like in Vietnam, the hard right Republicans obstructed and denounced, but reluctantly went along. Not the same dynamic as Kissinger & Nixon in Vietnam, but Republicans were still partisan and obstructionist and played the “tough guy” game to the end.

From 2008, with the steady drawdown in troop levels and withdrawal of remaining U.S. soldiers from Iraqi cities, the Iranians actively discouraged Iraqi Shia attacks on U.S. and British occupiers. The messy “democratic” political struggle took precedence. “Civilian” personnel based at the U.S. Embassy and contractors still numbered in the tens of thousands. There was really no “escalation” of the “existing” war under Obama in Iraq. There was only later a small increase in military advisors after the ISIS upsurge, which was reasonable in my opinion. U.S. troops never did real fighting against ISIS, except from the sky.

Of course the idiotic U.S. involvement in trying to overthrow Assad led directly to the growth of ISIS, and our support for overthrowing Qaddafi without a plan to replace him proved disasterous to Libya and to Europe too.
