Qatar and Saudi Arabia have been funding the rebels to the tune of 3 billion dollars already. That's "on the books". So th question quickly becomes, why doesn't the Saudi Prince and Qatar leader just send in their own troops to topple Assad and install a puppet government that will give them their natural gas pipeline.
