From 18 U.S.C. § 592 that you referred: " . . or other person in the civil, . . ." Whereas civil refers to anyone who works in the Executive branch, including ICE officers; they are civil employees.You were lied to.
This is what happens when you aren't curious enough to look into the rest of the story.
The federal law in question literally refers to "troops" and places the entire law into that context - members of the military, or those employed by same, ordered by their officers.
It does not cover federal law enforcement, which are not troops, even if armed, and are not ordered by said officers.
