Congress CAN fix this issue....but they won't. They have MANY ways to make things untenable for any illegal alien....but they don't and won't.

They can have mandatory ID checks at EVERY state interstate border. They can do the same with toll roads and collect the fees....why not interstates?

They can have ID checks everywhere and anywhere....but not voting booths?

Fix the laws where states no longer profit from illegal aliens getting free Healthcare. US citizens do not get free Healthcare in other nations....why do we give it?

Start picking up the Child prostitutes (13-16 y.o.) in Texas and giving them ID checks. (OH they are on the streets today for sure....they never miss a day)

There ARE ways of doing things....but they just are not.

You must have reasonable suspicion to detain someone, which includes articulable facts. Being brown is not adequate.

Trump has given them quotas of people to arrest. Obviously ICE is going to start crossing the line in order to meet those quotas.

Now, I said as much. Behavior can be used to approach and interrogate. This is pretty standard. During the interaction, if reasonable suspicion is found, they can then be detained until more information is gleened.

If it is found that they are not legal citizens of this country, they have an open detainer to arrest them to determine deportaion status.

BTW. At every served warrant location, they have found unaccompanied minors -- Slaves -- being exploited. It is demonstrating that of the 350+ thousand missing children, they are being exploited as slave labor, or sex slaves.

I don’t know what you mean by “issue edicts to Congress”. That’s not really the topic and I can’t really imagine a scenario when that would come up.

It’s obvious that district courts need to be able to tell the executive what to do. That’s how the system works. If you have a lawsuit, it starts at the district court level.

Of course it’s the topic. Some local district judge is overruling Trump’s directions and trying to give orders to a government agency. Congress makes the laws.
